SWM PPP Reform Roadmap

Engaged as International Solid Waste Management PPP Specialist to Indonesia’s Ministry of Finance, this assignment ran demand- and supply-side diagnostics across the country’s existing SWM public-private partnerships and produced a national policy reform roadmap.

The diagnostic surfaced a consistent pattern across sites: tariff models that performed well on paper but broke down against actual billing coverage and collections infrastructure within the first two years of operation. The resulting roadmap sets out sequenced policy and regulatory changes to close that gap at a national level, rather than site by site.
