Green City Action Plan, Penang Island

As Team Leader on this Asian Development Bank-financed technical assistance, CitiesPractice reviewed Majlis Bandaraya Pulau Pinang’s (MBPP) financial position, designed a long-term capital investment plan, and authored the Inclusive Transit-Oriented Development (TOD) Guidance now used to screen new development proposals along Penang’s transit corridors.

The engagement combined three workstreams that are usually run separately: a fiscal diagnostic of MBPP’s own balance sheet, a prioritised capital investment pipeline tied to that fiscal reality, and a set of planning guidelines that make sure future TOD schemes don’t get approved faster than the infrastructure that has to support them.
